How will this project change the Otay Ranch Town Center?
The redevelopment Project will optimize connectivity by:
○ Extending Town Center Drive into the Town Center, converting a dead end street into a welcoming urban hub entryway
○ Transforming Main Street into a Community Gathering Space or Plaza
○ Reimagining Retail on Main Street, crafting an experience that attracts shops, entertainment, art, and culture on Main Street
○ Integrating Residents to Town Center Community by creating a walkable, vibrant, residential neighborhood
Will there be a loss of retail shops?
There will be no loss of retail space for shops. The main goal of the redevelopment Project is to enhance the retail experience by making the Town Center energetic and vibrant for the community through the Plaza’s central gathering space and partial closure of the main street with the purpose of creating a more holistic retail experience.
Will this project bring any new neighborhood services?
○ The Plaza - The mission is to create a beautiful and welcoming central space that draws the community together for shopping, leisure and entertainment. The Plaza and town green will be a central gathering space for family-friendly activities and community programming like food truck Fridays, live music, and art exhibitions.
○ Town Center Drive - One of the primary goals for this project is to increase pedestrian access to the Town Center. The main drive will be transformed into a tree-lined, vibrant promenade welcoming pedestrians into the Town Center.
○ Placemaking Spaces - An integral part of the plan is to add much-needed walking and gathering spaces that the whole community will be able to enjoy. These areas also provide exciting opportunities for programming and events to draw visitors to the Town Center to shop and recreate.
○ Farmer’s Market - The regularly scheduled farmer’s market that occurs Tuesdays on Main Street will continue and has the opportunity to expand in the new Plaza.
○ Library - The Town Center will continue to partner with the City of Chula Vista to host the Otay Ranch branch of the Chula Vista Public Library. The library is an integral part of the neighborhood services that define the Town Center, and will continue to offer virtual and in-person programming for the community.
○ The Community HUB - The event space inside the library will resume art exhibits and will take reservations for residents to use the space as soon as it is safe to do so.
○ Grocery Store - The Town Center was happy to welcome Baron’s Market in May of 2020 to meet the grocery needs of the local community.
○ Dog Park - The 10,000 square foot gated Town Center Dog Park will continue to welcome local pups.
What is the timeline for the redevelopment at Otay Ranch Town Center?
The redevelopment Project will be a multi-year planning effort, which will include thorough impact studies and community input.
The planning and permitting process should take two years and during that time there will be many opportunities for comments, questions, and input from the community as well as businesses operating at The Town Center.
Will the redevelopment Project affect Public Safety?
There is, and will continue to be, a Police Storefront centrally housed in the Town Center, and officers and CCTV monitoring dispatchers are patrolling the Town Center twenty-four hours a day, seven days a week. Public safety is the number one priority for the Center.
How will the community be involved?
We are continuing to conduct robust community engagement via social media, community and business organizations and will be hosting community forums throughout the process and welcome Community feedback at every step along the way. We have already been engaging the community through an outreach at the Farmer’s Market during this past Summer, and plan to do additional events. Will this project increase traffic?
A goal of the redevelopment Project is to integrate homes on the Northwest area of the Town Center and create wide pedestrian walkways that will enhance safe, walkable connections to nearby neighborhoods. The exciting feature of locating housing at this location is that the homes will be steps away from the South Bay Rapid Route 225, which will be attractive to ridership therefore reducing the need for car travel. However, any new traffic impacts will be studied as project planning begins.
How will this affect school capacity?
According to Sweetwater Union High School District, enrollment has been declining since 2015, and is projected to continue to decline through the year 2023. Regardless, this project is expected to contribute to community facility needs through revenue generated by property taxes.
Will adequate parking still remain on the site for the Town Center?
Yes. It is imperative and our plan is to maintain adequate parking per City code and agreements with the tenants at the Town Center. We have already conducted an initial parking study that indicated high use of parking spaces at one of the initial locations of the proposed residential buildings. As a result, we have reconfigured the location of the residential buildings to protect that parking.
Will there be a park on the site?
